Whether or not Paint can handle JPG's depends on which filters you have installed. That depends on which version - if any - of MS Office you've got. So you can't count on it opening anything except BMP's. It might ... or it might not.

Get yourself Photoshop...or at least Paint Shop Pro. Both can handle hundreds of formats.

I had this demo of a program called Advance JPEG Compressor.  Its really good.  It cut almost all picture sizes by more than half.
But it didnt let u save them.

Does anyone know of any that are totally free-ware?

You could use the GIMP (there is a Windows version). It's rather large ... and slow ... and non-Windows ... but it is still a good, freeware, graphics editor.

I agree with Halkun. If you need to convert between formats,  http://www.irfanview.com/" TARGET=_blank>Irfanview  is by far your best choice. I've used it for a fair amount of time, and I don't really have (m)any complaints. It supports a *ton* of formats (lots of plugins), a couple languages, and, best of all, it's free.
