Low FPS in battles

I started playing FF7 with mods earlier today and everything worked fine. I got a tad annoyed with the d-pad not working so I closed the game and tried to fix that but didn't get anywhere. However, oddly, when I later tried playing again, the fps in battles plummets and they also feel a tad slow. During some animations, it will randomly speed up a bit but for the most part it is very choppy. I don't believe anything I attempted to get the d-pad to work could have affected this? I have tried deactivating the 60 fps in battles mod and reactivating, restarting computer etc. I've looked at several other posts on this forum but I can't seem to find someone with similar context with their issue.

I see a couple of things...
- The bottom of your load order is out-of-sorts (remako is a field textures mod, media-movies should be with media-sound, and animations somewhere higher up as well).
- Your resolutions aren't anything like what I've seen in my 30 years of gaming
- The FAQ specifically says to avoid \Program Files and \Program Files (x86)  (though since I'm a CD player rather than Steam, I honestly don't know whether or not you have a choice in the matter)
- The 60fps option doesn't always work as intended anyways...

So I tried a few more (sadly obvious) things to try to fix the problem. I disabled all mods and tried enabling them one by one to see where the cause was, and miraculously the issue didn't pop up, even after all mods were enabled and configured to how I had them previously. There is some strange speedup occasionally, especially when some enemies die (which could even be normal, this is my first FF7 playthrough ever), but the rest of the fight doesn't look like a power point slideshow anymore.

To fix your controller issue just use antimicro and map the dpad controls to what you want them to be.

Depending on model complexity, the speed-up after killing off an enemy could be "normal," especially if there are a lot of enemies involved.  I actually have the same GPU as you, though I'm playing within a VM rather than bare metal, and usually only notice slow-downs when a ton of people are standing around (Cloud being cornered by Shin-Ra goons during the opening mission, the team milling around in the hotel at the Golden Saucer, etc).  Other things you might try out:
- Check your resolution settings in the 7H workshop.  As I alluded to earlier, 1842x1014 and 1352x1014 are numbers I've never seen before, and while 1352x is a 4:3 ratio, 1842x isn't, and that might be causing extra GPU load trying to scale down.
- [00000000] GLITCH: Unable to turn on vsync  >> Turn off vsync and see if that's causing delays even though the driver wasn't able to activate it
- Make sure there's only one instance of the music and direct folders in the 7H configuration.  Recent RC builds have had a habit of adding gobs of them.
