Final Fantasy VIII fan translation?

I was wondering, how hard is it to translate a PSX game into a different language? I know it's relatively easy to translate SNES games into other languages, but I haven't seen it done with a PSX game. I would love to translate my favorite game of all time (FF8) into my favorite language (Basque) for others to play, but from what I can tell, that wouldn't be so easy. Is it possible to do at all?

So, it doesn't seem it is possible to edit the text files yet, am I correct?

EDIT: I'm stupid, I'm sure this is for the PC version only? I was trying to edit the PSX ISO.
