Some Mods do not register

I followed the tutorial for the 7H and it's wonderful.
I did the load order darn near identical to the post (almost as I didn't have some mods downloaded). Some mods read and look great, but some don't activate at all, like it wasn't read right. So I did all I could think of myself to fix it, I changed some load orders, I took them all out and only put in one at a time to see what doesn't work, at one point I only had one in and it didn't even do anything. I tried reinstalling the game and going through step 1 again, but a few mods I'd actually like to have work just won't read.
I had battle mods and the enemy model textures work, the battle field textures work, but the battle mods for the characters didn't work. Well any mod for the player character models aren't working. World model, battle model and player model.

Okay after messing around a bit - what I did differently I don't know because I just did the set up again - I have the battle field textures gone. The character battle models are in now. Like the party now has new models but the battlefield itself is back to the ps1 battlefield.

In your ff7 folder open your ff7_opengl cfg file and scroll to near the bottom and make sure that it says direct mode = on
