*Edit: The issue in this original post has been fixed, but a new issue has arisen: when I go to choose VGMStream, it auto changes it back to None.  I've uninstalled/reinstalled the Media - Music/Sounds mod but that doesn't change anything.

I did install Aali's plugin, was I supposed to do that, or not?

[00000000] INFO: FFMpeg version SVN-r25886, Copyright (c) 2000-2010 Fabrice Bellard, et al.
[00000000] INFO: VGMStream music plugin loaded
[00000000] INFO: Loading external library Multi.dll

That is what the APP.LOG should look like when you want the music mods to load in-game. You somehow don't have the VGMStream plugin activated. Go to Workshop -> OpenGL -> Audio -> Music Plugin: VGMStream and your music mod should then load properly in-game.

*Edit: Okay I somehow got the game to run correctly, movies are running... but it won't let me choose VGStream.  Whenever I choose that choice, it changes it back to None after I click OK.

Any ideas on that one?

Run the Game Converter again and choose the Overwrite option. It places the plugin into your game folder.
