Is your game downloaded? If so tell us and we have the answer. If it is not downloaded, please list your system's specs, most specifically the processor and its clocking speed.

This issue has been encountered before on legit copies of the game a few times before.

Are you running in Win98 compatibility mode?  This is not something I usually recommend (IME, it's never really fixed anything) but I believe I remember someone reporting success for fixing this problem just by turning compatibility mode on.

I used to have this problem and turning on windows 98 compatibility mode fixed it.
However, sometimes it creates another problem in that when you exit the game the GUI closes, however the process remains running in the background using 100% of CPU. So you might have to manually terminate the process if this happens.

The weird thing is that I reformatted my HDD a few months later and haven't needed to use compatibility mode since.

Locate ff7.exe
Right click it, goto properties
Select the "Compatibilty" tab
Check "Run this program in...", and in the drop down menu select Windows 98 / Windows ME
Click OK and try again.
