7th Heaven / Scavenger mod not working with 7th heaven

I can run the game with 7th heaven and a ton of mods and everything works. But when I try to activate the scavenger mod from the gameplay category, it does not work. New threat does work for me though. I can also run scavenger from the direct download and it works via the default steam launcher. But I cannot get it to work through 7th heaven. I also tried disabling every other mod aside from the gameplay mod, and no tweaks are on. Still doesn't work. The game runs, but the scavenger mod is not in effect.
