Its a huge plot point that the only humans who can use magic are sorceress and people who have junctioned GFs which allow them to use para-magic, and the only people who do that are SEEDs.
Yet every Galbadian soldier clearly can use para-magic as well even without any GFs equipped.
This reminds me of when i was playing FF6 and at one point in the game, your party members freak out over the main girl using magic because "omg nobody can use magic", but the weird thing is, for the entire game up till that point, you have been using magic in battle and nobody cared...

Started as a monster researcher. Discovered Guardian Forces (GF). With the
cooperation of a sorceress, became the first sorceress researcher. Analysed
the sorceress' magic, and created a method enabling a regular human being to
use para-magic. Balamb Garden uses the principle of para-magic, combining it
with GF's power.
Basically, humans can use magic without a GF. The soldiers do it through their swords. I'm happy to say that, this time, they thought about this :P

But the reason why the game wont allow you to use to use magic without a GF equipped is beacuse you need a GF equipped to use para-magic. Or draw it for that matter.

As far as I am reading, that's because SeeDs are taught only to use GF and do not work without it. The Galbadian army doesn't share the same philosophy. Gfs enhance para magic - but they are not needed. In the end, forcing you to use a GF to use magic is a game design choice.

Maybe the Galbadian Army has guns that you insert Triple Triad cards into, acting as Materia slots.

Except that the soldiers never even use guns, they use swords. Only the officers use any sort of firearm and even then it's just some sort of integrated gun in their wrists.
