FF7's PSX KERNEL.BIN question

Hi. I wanted to ask if anyone knows how the strange pointer system work inside kernel files. I mean the F9 XX bytes which copy parts of the text in their place. But I don't know how exactly does this work.
It would help me a lot, because I already exceeded allowed kernel.bin size which is about 22515 bytes by 200 so... :)
