Certain mods that use PNG textures will store themselves in the cache folder when you launch the game. Those files will then be used whenever you play, supposedly helping performance on slower machines. They will override any other mods that use the same file names, and won't refresh a new cache until you delete them manually. It's not really a feature anyone should have to use with modern computers imo.
