There is two options that could be the problem.
1. When you started the 7th Heaven software for the first time, if you upgraded it, delete the software and extract it again, I was having the same problem yesterday, uninstalled several mods, then I realized this was the problem. When you open de software deny any upgrade and uncheck the update option in the configuration screen.
2. If you are using the The Reunion Mod with Beacause, Menu Overhaul or both checked, make sure to be using the right .exe file before starting the game, and not the original.
Beacause will use ff7_bc.exe
Menu Overhaul will use ff7_mo.exe
And both you use ff7_bc.exe as well
I'm using the ff7_mo.exe since I don't have beacause checked.
