Reverse Engineering

I read somewhere that a fan had reversed engineered elite to run on windows. How did he do that? If thats possible to litually port a different systemed game accross to the pc then why couldn't some change a few values and get the ff7 chocobos races to work.

Decompiling into assembler is easy. Making sense of it is a whole different matter.
