60fps battles

I'm using the 7th Heaven mod manager, and after effectively bricking my entire install trying to install an updated reunion mod on top of it (beyond stupid, but I'm a newb at FF7 modding), I've reinstalled everything from scratch, and everything is up and working as it previously was. However, in the "animations" mod pack, when I select the 60fps battles, I get stuttering during fights...this happened in the previous iteration as well. There will be intermittent moments throughout any given fight where it will nearly reach 60fps only to drop back down. I've tried playing with the different render settings in the openGL settings but to no avail. Has anyone gotten this mod/feature working smoothly? Thanks.

If youve done everything correctly 60fps full screen mode with vsync should work perfectly

Nope. Still stuttering. I've checked everything - load order, config(s); everything else works fine. Ideas? Will a log file help?

It's a Dell XPS 8700 - i7 4790, gtx 760, 16gb RAM...which log file did you want me to post? I found three in my FF7 install directory: app.log, Hext.log, and ff7-gc.log.

Keep in mind I've found a sort-of workaround by running the game in windowed mode...it's better than fullscreen, but my fps is still by no means 60 during fights.

And the opengl cfg?
Are you using any other mod in 7th heaven? Can you post the profile details?
You have no problems at all in any other game?

I'm using every mod available through the 7H tool EXCEPT: minigames: wonder square and coaster, seph story mod, Jessie mod, and the gameplay - difficulty and story mod. Yes, all the others seem to be working perfectly. I turned my fps counter on in game and apparently I'm getting the full 60fps during fights ONLY when windowed...fullscreen averages around 12-15 during fights, with spikes around 30. The rest of the game plays the same regardless of windowed or fullscreen.
