We need more information to help you. The default controls of FF7 PC (at least, the 1998 original release) are on the numpad.

I'm on a laptop with no numpad. How do I re-bind?

You should be able to hold down Fn and some keys that mimic the numpad. There's also a fix floating somewhere that I can't find for the life of me...

Not necessarily. My laptop doesn't do that.
