Mods not downloading on 7th heaven

I start downloading a mod and it does for a bit but then it just pauses and when i try to cancel it 7th heaven crashes.
SAYS THIS BEFORE CRASHING
The process cannot access the file 'C:\Steam\steamapps\common\FINAL FANTASY VII\mods\7th Heaven\temp\ff3eb6c3-5f61-43e0-afd2-2f32685cc6eb_Field_Textures_3.0.iro' because it is being used by another process.
