fast you can run a game. Not
that you can run a game.
Operating system, system-wide programs, anti-viruses, viruses, device drivers, system patches, software running under the system (SoftICE), graphics drivers, DirectX® version, etc., can all play a role in determining
if a program can run.
And since these are all things that relate to each individual computer, when it comes to the question:
But its my computer, right?
The answer is, Yes, it is.
The problem is housed within the confines of the system you own and operate.
