Gameplay / Nightmare 7 limit break acquistion

Long time reader first time post. I was wondering: Does anyone knows the requirements in the Nightmare 7 mod for when party members learn their limit breaks? I just got Red XIII and no one has any limits except the starting ones. Ironically Red learned his 1-2 limit in the first battle he was in. 
Each of my other characters have like 250+ kills and used the 1-1 limit 25+ times. I know there are some in this community that are ultimately full of this knowledge, but alas I am unable to PM anyone.
