This is highly annoying, but you can try some.
1) It could be that your Battle models are too complex (rather unlikely).
Rename the existing battle.lgp inside the folder "[game folder]\data\battle" and copy the battle.lgp from the installation CD.
Run the game and see if things improve.
Now, if the 15 FPS be achieved, it was because of the battle.lgp.
If not, rename everything back.
2) Maybe something does not work with the shader unit.
You can try to play without shader.
For this you open the file 'ff7_opengl.cfg' with Notepad, search the line that starts with "use_shaders =" and sets an 'off' behind.
3) There have been issues with newer graphics card drivers in the past.
Unfortunately, I can not tell for NVIDIA which driver version is guaranteed work, you would have test various older versions.
There is also a test program with which you can test the OpenGL capability of the driver and the graphics card.
