Little patch that increases the speed of ATB gauge in spanish version of FFIX.
Based in original patch of C_CliFF for USA ver.

That sounds nice, FF9's ATB definitely could use some more speed, but does it really only work for the spanish version? If it supported all language versions, it'd be great.

No, for the USA ver. you must use the C_CliFF patch.
