Stuck in the soldiers barracks right before presidents arrival in Junon

I am soft locked/stuck at the part where the soldiers are teaching you the steps for the presidents arrival in Junon. After the officer in red asks if I understand I press the option saying "crystal clear"  the dialogue box just gets stuck popping up. I can still move around but nothing advances the dialogue. Does any one know how to fix this?
