Mods stopped working correctly

I'm not sure what changed, but all of a sudden some of my mods stop working. I have the following mods in this order:

Cosmo Memory
SYW V6 FMV (30 FPS)
60/30 FPS Animations for New Threat 2.0
60/30 FPS Gameplay
ModdersHaven Base Model Pack
Ninostyle Battle
Avalanche Arisen Battle Textures
Ninostyle Chibi
SYW V5 Field Textures
FFVII HD Field Scene -DDS Files
KACTUAR - Controller and Keyboard Icons
New Threat 2.0
Symphonic Remasters Redux
SYW V5 Minigames Textures
SYW V5 Spell Textures
SYW V5 Menu and Fonts
STW V5 World Map Textures

I've tried to uninstall and reinstall both FFVII (steam) and 7th Heaven a few times. All these mods worked fine a few days ago. The only thing that I think changed is that my computer updated to Windows 11 while I was gone somehow. Other than that, if I turn them all on and play the game, there are no sfx, and enemy encounters are incorrect(I'm at the Shinra HQ in disc one and I'm getting encounters from the Church in the Slums.). The same result occurs even after uninstall/reinstalls. I don't understand why they would all work fine a few days ago and then not work now. I've spent hours today trying to fix it. Please help!

I have the most up to date stable version of 7th Heaven.

Well, I switched back to Windows 10. Uninstall/Reinstalled both FFVII and 7th Heaven. Everything works now. I guess it doesn't like Windows 11!
