FF7 - 7th Heaven - Will not open in Fullscreen Mode

As above - No matter what I do FF7 with 7th Heaven will not open in Fullscreen.  I have even removed FF7 completely and uninstalled 7th Heaven and manually removed all traces of 7th heaven.

I have checked pinned messages and searched for this issue. I can only find really old posts concerning this problem and none offer an updated resolution.

Reinstalled FF7 and 7th Heaven. I have not installed mods at this point but still windowed mode only.  There is an option for fullscreen obviously but no matter what I do, windowed mode only.

You guys are my last hope. Am I missing something?

Please help. Windowed mode is pants.

Just edit the FFNx.toml file and change fullscreen = no to yes.
