On an updated note, Rubicant reported he could get v1.10 to work if he used an older version of FiceLib. This is preferable from a programming perspective, because v1.10 detects the music change in a (technically) infallible way; no messing about with dodgy ID numbers for the midi's (and no change to the LGP's necessary either).
To try and solve the v1.10 problems, I've tweaked & recompiled the DLL slightly; you can download a v1.11 DLL from
http://www.dcs.warwick.ac.uk/~csuzs/ff7music.dll - please try it out! It works on my Win98 system, mostly, but it needs testing elsewhere of course. Simply install v1.10 as normal but use this copy of the DLL - the v1.10 config tool etc. should be fine.
The new DLL supports the newer versions of FiceLib, so you shouldn't need any older versions at all - just use one version for everything - and also supports the "Obey Stop" command, which was broken in v1.10; Rubicant informs me we need that working
If this new version DOES work fine, then I'll continue to make some small improvements to the tools - suggestions are welcome. But I'm not going to start any work at all on it until I know other people can actually RUN the latest version, of course - wasted effort otherwise.
