ChaOS and New Character Models

Hey everybody, I’m trying to use ChaOS to replace all background characters, and then to have New Character Models overwrite the models it replaces.  But no matter how I arrange them in my load order, ChaOS overwrites New Character Models.  I know others have gotten this to work.  What am I missing?
