Issue with battle menu

I have tried fresh installs and every time I'm getting this issue

What version did you install? what language?

Its the steam version but I used bootleg. It worked before but I did I ran MO.exe or menu overhaul on my own to try and switch to FF9 battle menu style instead of FF10 and that's when it started. I have deleted the Final Fantasy 7 game folder and did a fresh install reconverting the game with all the original setting I had when. I first modes and those worked. Although this time the menus were jumbled up like that again. I have done 4 fresh installs I even reverted to original battle menu and same thing

Start bootloader, click "Configure", select tab "System" and remove the check in the "Limit Break 9999", then click "Write CFG".

I read that to but I guess it slipped my mine. How do I bypass the 9999 limit then?

Bypass?

If you want to use 9999 break, and you are using the menu overhaul, reinstall menu overhaul by itself and choose the option to include the 9999 patch in the menu overhaul installer.

If you do THAT, you will need to condense your mods folder by copy paste overwriting everything from the mods\DK\ folder to the mods\Bootleg\ folder and changing the modpath in bootloader back to Bootleg.

AFAIK that's the only way to get it right. I could be wrong but, yeah, pretty sure.

The menu overhaul options in bootleg are via the MO.exe aren't they
