Can I convert .iro or .dds to .lgp?

I am Japanese and own the Japanese version.
The Japanese version does not support 7th heaven, so I cannot install mods. I think I can probably play with beautiful quality by replacing the .lgp files in each folder with the high resolution version, but is it possible to generate .lgp files from .iro or .dds?
