Desktop Background Music

Anyone knows of any free tool for windows 7 to loop a track everytime windows starts and stay in the background? I'm interested in a background utility that doesn't consume too many resources. I want to use an m3u playlist of ffxiii-2 and I have combined 2 videos in one to run as my desktop background by Neon Genesis Evangelion. If you're using Windows XP or earlier, you can use an HTML page as your wallpaper, and embed an MP3 in it, set to loop.

If you're using Vista or 7, or just don't want to do something that stupid, I don't think there's any tool to do so now, but it would probably be pretty trivial to make a small tray-controlled media player that's active at start time. In fact, I'll look into this when I get home from work.

There was... it was called Background Music Component 1.0 but can't find it, though Ithought someone might know of something better... :)
