Delete the files from .\mods\Rapmods\cache and from .\cache to clear out the old textures.
The game will then load the new mods textures.

avalanche is also not a valid sub-folder. You will need to move all the contents of that folder to Rapmods.

Did you move the folders out of .\mods\Rapmods\avalanche and into .\mods\Rapmods ?

Also, clear the cache files in the virtual store.
If you installed FF7 to the default location, check here for additional cache folder:
    64Bit
        C:\Users\[USERNAME]\AppData\Local\VirtualStore\Program Files (x86)\Square Soft, Inc\Final Fantasy VII
    32Bit
        C:\Users\[USERNAME]\AppData\Local\VirtualStore\Program Files\Square Soft, Inc\Final Fantasy VII

and yes all mods are in the rapmods folder
should i drag everything for all the mod folder like avalanche out of the folders and put them in the rapmods?

Did you set up the OpenGL driver by running ff7config.exe as administrator and selecting custom driver?

Not every scene has new textures.
The opening train and reactor 1 areas are not included in most texture packs.
Many of the battle effects are not yet finished.
Are you checking areas later in the game?
Do you at least see the new Avalanche font?

What texture pack are you using for the field art?
Look in the field folder.  There should be many other folders each containing .PNG files.
There's a version of FacePalmer that contains .RAR files.  Each of those needs extracted.
Alternately, check out my Bootleg project (http://forums.qhimm.com/index.php?topic=12008.msg166320#msg166320).

Good luck.
The Bootleg installer automates everything in the tutorial plus a lot more.
The new version goes up later tonight.  I've fixed many bugs.
