The file size, dimensions and format of the icon are also important.
Different sites have different rules.

At top of the page where it say's "Profile" go over it then a slide down will lead to "Forum Profile" then when clicked upload the url of the picture in the "Personalized Picture" section.
Ain't that hard lol

Uploading avatars right to this site is disabled. You must upload to an image host and then you can put the link in to the custom avatar field.

Under modify profile it says 'Personalized Picture'

Click Specify avatar by URL

Insert the link to your avatar in the box.
