Is there a way to remove the annoying black bars at bottom of the screen in fields or battle?

Nope. They were also there in the 1998 version. They were also there in the PlayStation version, although you probably couldn't see them (http://en.wikipedia.org/wiki/Overscan).

Don't the new battle interface and menu overhaul projects get rid of the black bars? You need the 1998 PC release though. Or convert the new release to the old one, if there's a way to do that. /hasn't been here for a while.

Aali's driver does get rid of black bars in battle, and then I and kranmer shifted the interface down.  The world map does not have the bars.  The field does and that can't really be changed.
