Title: ff7 starts up good but makes wierd sounds as soon as people in blue run up

i'm using win xp professional version 2002 service pack 3 on a lenovo r400 with a mobile intel(R) 4 series express chipset family
the emu is ePSXe190
plugins i have that i've been experimented with:
cdrPeops.dll
gpuPeopsOpenGL.dll
gpuPeteOpenGL2.dll
spuPeopsDSound.dll

Have you tried PCSX-R? You should also try the EternalSPU plugin for the sound.
Use gpuPeteOpenGL2 for the graphic and use a AA-Shader to smooth the backgrounds (I use an AA shader with bloom and natural color for FFIX, the best compromise for titles with 2D and 3D).
