Let's see. GameSpot is citing VentureBeat, who in turn is citing an anonymous source. While it's probably true, this confirmation doesn't really mean much as it reveals nothing new that we didn't already learn in May.
That said, I doubt they'll slap copyright strikes on streamers so quickly. The ones who do have to worry about it will be the ones trying to run radio stations of copyrighted music, not gamers.
