If I previously extracted the "cmh175 remastered 105 movie files" and put them in the data\movies folder, do I have to have the mod active or not?

It doesn't really matter, but it'd be better to deactivate it.

When you activate a mod in 7H, it will ALWAYS override any files in the game folder. So to manually mod the game, you will need to deactivate in 7H.

Yeah, I was just referring too the fact that the files it would override are the exact same, so while it's better to load them how the game would, the same movies will play.
