Title: How can I nerf Haste?

Hi. I've been trying to nerf Haste and Slow for a while now. I'd like them to multiply speed by 1.5 and 0.66 instead of 2 and 0.5. Since they're permanent, the 2/0.5 multiplier is excessive (especially for early-game spells). I've been looking for the hex address that could double and divide the speed, but I haven't found anything. Does anyone know where they are?
