Title: Steam Compatability "Steam Error"

when i try to have steam compatibility on, the game wont start and a popup window says "Steam Error - Steam must be running to play this game with achievements (SteamAPI_Init() failed)" and then the game wont start. Even though i have steam running. mods works fine when i turn off the steam compatibility though.
