1. It used to work in Win98 for me.  Now I press Ctrl+Alt+Del to bring up the task manager, and that forces FF8 to minimize.

2. Nope.

3. Not that I know of, sorry.  Although, it's possible that someone could make an FF8 window patch like the FF7 one we have.

You could get the PSX version and play it in ePSXe...  That would solve all three problems.  :-P

I don't know exactly what you mean with _soft_ reset, but Ctrl+R resets the game normaly back to the intro, if I remember that correctly.

ctrl+r doesn't seem to work for me...

As for FF8w, the download link isn't working and it seem that it doesn't work for geforce cards...

I'm rather mystified by this. I tried it out myself after posting in order to verify this and make sure that I didn't post bullshit and CTRL+R resets my game. (CTRL+r resets the game when I use it on the normal world view screen or in towns, but not when I am in the menu; I haven't tested it in battles or when I pause the game.) I play the German version, but I don't really expect it from being different then, say, the North American or French in these regards. Anyone know?

You do have to keep CTRL+R pressed for a couple of seconds before it resets, it's not just a case of tapping it quickly.
