By now, peoples finals/exams are probably completed. So I was wondering how much progress has been made on the background files.

Palette -> Complete
Foreground/Background -> I think someone needs to develop a paint program that reads the available colors off of the bitmap palette. And converts it into the background format when saved.
Poly Layer -> Has any progress been made on deciphering the format?

I will probably be working on the background editor in Cosmo again at some point. My exams aren't over *yet* but they will be soon.
