Title: problem finding key to the city of ancients

I'm having a problem finding the key to the city of ancients.  If it is in bone Village I am in trouble.  I cannot climb the ladder to get to the second-tier.  I would appreciate the help. :D

The actual key is at the bottom of the ocean, you need the submarine for that. To get to the forgotten city you have to get the lunar harp in bone village.
