Is there any way to use a spell linked to all on only one character and save the all for later? Say for example I have All linked to Restore, but only one character is damaged. Is it possible to use Cure on that one person without wasting the All?

Yes.

Page down, or whatever that key is on the PSX toggles the "all" effect.
