This appears to be an unused version of the Honey Bee Inn lobby, deleted from all except the original Japanese version of FFVII. Very interesting. I have yet to attempt a translation of the dialogue, and I don't think my Japanese skills are up to it. But there it is. I didn't discover or record this; I came across the video by way of Unseen64.com.
Frankly, I like this version a bit better than what we got.

Interesting, this needs checked:
The original Honey Bee Inn design, before Square redesigned it. For some reason, it was completly removed from all, except the original Japanese version. To access this room, use the gameshark code;

Someone with the original Japanese version needs to test this.

There were loads of changes to the HBI (http://www.glitterberri.com/final-fantasy/ffvii/unseen-text/honey-bee-inn), certainly. Edit: Maybe this would account for onna_1/_3/_6.
Edit2: yes, looks likely. I managed to get access to a non-International FF7j today: this map is genuine, and some of the 2KB files (http://forums.qhimm.com/index.php?topic=8804.msg116468) aren't 2KB in this version of the game...

7mimic can, but I suspect (correct me if I'm wrong) that its map list is hard-coded.
I can confirm that there are two more unused HBI rooms, but I'm still trying to get Cloud unstuck from the scenery in them. I don't suppose anyone has a walk-through-walls code for FF7j-original...?
EDIT: Oh, I forgot: of the maps that had 2KB DAT files in International, the following are regular DATS and have dumpable text in this version:

I've sent GlitterBerri some rough text dumps from these; I don't know how much of the contents will turn out to be new, given how much duplication there is in this game's dialogue data.

Wow!! that's cool! Looks like the honey bee inn scene was originally supposed to go completely differently! I commented on the video explaining what I'd gathered from my limited knowledge of Japanese, but I don't understand why it was changed... There have got to be some more scenes...

The stairs really threw me off when I first saw the level layout. I thought maybe at first it was a downstairs area, but now I would guess that this was the original entrance to the Honey Bee Inn, and perhaps the stairs would have led to the "new" entrance with the receptionist bee who keeps telling you to hurry up. The other two rooms that have been shown/translated are more than likely supposed to connect to this original entrance, especially given the signs - "Today's Girl" would be Tifa who everyone wants to come back, while the other room is a waiting room.
Of course, this is just speculation based on what I've seen so far and what I know, so I'll reserve further commenting until more material is revealed. For those wanting this on PC there may be a solution with Meteor, requiring exporting and inserting the background into a new ONNA file, making a new walk mesh, and making some of the field script by hand. I don't think it would be as difficult as it first seems, but again I'll wait until everything is on the table to comment further because it would be nice to know exactly where everything was supposed to go.

Just thinking about this, This probably WAS a downstairs area. Think about it, when you usually enter the Honeybee inn, you don't see a front desk or anything. Its almost exactly like you're on a second floor.
That being said, would it be possible, to put this in the PC version if we got our hands on the data files?
