I know this might be a little late but there is a program by Topaz labs that does upscaling to 4K beautifully. I use it all the time on videos. It is GPU intensive though but the results are phenomenal. It's called Topaz Video AI and it has the ability to add frames for increased FPS if you know how to. Or if that's too hard to figure out you can always use Davinci Resolve to adjust FPS for smoother play. I do this all day.
