Just looked it up... and since it's basically everything but a laptop, I'm affriad you're stuck.  Don't think hardware render will do much at all, so software is about all you have as an option.  Tablet pc's are mostly just... well... they're not really for gaming from what I've seen.  
 
 Only thing you can pretty much try is to upgrade any drivers on your tablet pc, but seeing as FF8 is about 6 years old, I'm afriad I don't have much hope for that.  
 
  A third option is perhaps you'd have better luck spending $10 on a PS version (even if you don't have a PSX), then ripping it to a ISO and running it with ePSXe or something.  Check out the forums at NGEMU if you have questions about the PSX version.  Trust me, FF8 is one of the most asked PSX games there (along with every other FF game, Chrono Trigger and any Square game out there for the psx), so finding any info about it won't be hard.

There is.  They just decided not to implament the quit option.  CTRL+Q is the offical way to quit out of the game, as is said in the maual if I remember correctly.

Anyway, it seems that it's your "graphics card". extreme graphics, in a word, stinks.  The overall preformance of these "video cards" is still well below any card release in the past 5 years or so.  The ram and processor are fine.  If you have a AGP slot (not sure what a tablet PC is in all honsety), you should be able to upgrade your graphics card for FF8 for under $30 or so at places such as newegg.  If you only have free PCI slots you should be able to upgrade for around that much as well.

Not sure about the framerate issue, other than how's your computer?  Didn't post any specs.  Did you try software and hardware rendering?

I was using the X64 edition for a while, and the game itself runs, but none of the addons I tried worked.  Couldn't get the high res patch or the sound patch to work.  The only thing I noticed was that the game itself was stored in a slightly different regestry entry.  Everything else was the same as it is in any prior OS.  Just one of the reasons I switched back to the regular Pro VLE edition.   I even created a thread somewhere asking if it was possible to fix it, but nobody ever responded.  Not even a "sorry can't help" reply... just... nothing.

EDIT:  Yes, I tried it on Vista as well a few months back, and it seemed to work fine.  Didn't try any of the addons with that at the time though.  Quickly stopped using it due to so many bugs that were in the system.  For the heck of it, after I found a bunch, I gave my friend (who's as good with computers as me) 20 minutes just looking around on the OS.  Testing stuff and such.  We found so many bugs that we agree:  we don't see how it's going to make the release date they promise.  It's way too buggy.

Should have thought of the MGS series, haha.  Ah well.  I have Star Ocean (one of them, can't remember which),  but have yet to go through it.  Even have parasite eve, but have yet to go through that as well.  I really have a ton of games I need to go through, sheesh.

Might be quicker to just point to the nVidia drivers section.  :)

Just click on primary download site and agree to the EULA, and install.  Hopefully that'll fix the game.  :)

Useful stratigy against ruby?  Is that the one in the sand?  If so, very easy.

Equip on your most powerful char (usually Cloud):

Ribbon

Try to make sure you have 9999HP/999MP, via HP+ and/or MP+.

Also helps to have a magic+ or two, to make sure you get 9999HP per absorb.

KOTOR (preferably at master, just in case)

Equip it with Absorb HP in a linked slot.  

Make sure to have mime equiped.

Enemy skill w/ Big Guard.

Go into a seperate battle before Ruby, kill off the two party members you don't need (since he'll shoot them out of the battle anyway).

Go into battle with Ruby, and start off by using Big Guard.  By this time he should have dug his claws into the ground (good thing), which they should be behind you.  Summon KOTOR against the two hands, and Mime the rest (absorbing, what likely will be, 9999 HP per summon), making sure to attack the hands (since the main body should be invincible).  You'll be able to attack the hands and the body alternately (via Mime), over and over.  The battle shouldn't last more than a few minutes.

Even easier stratigy (though it's mostly just a repeat):

KOTOR X2 (master summon + at least 1 level 1 KOTOR summon, different linked slots)

Equip absorb HP to the Master KOTOR, absorb MP to the weaker one.

A reminder: some MP+'s and HP+'s wouldn't hurt if you're not too high of a level, and Magic+'s are always good.

You can't get back into Midgar without the key, which you can't get 'till after you have your boat, if I remember correctly (unless you're refering to a enemy that's outside midgar that has laser, which wouldn't surprise me).

Where do I get it?  I can't seem to find it on my computer (the wav(e?)_out.dll, or wav_out.dll), and the ff7music doesn't seem to come with it.

EDIT:  Looked around, and in my winamp folder was out_wave.dll, which I told ff7music to use.  No more error, but no music whatsoever.  Haha.  Problem after problem, I really appreciate the help though.  :)

EDIT 2:  Okay, I messed up a bit.  I forgot in my giving up, I installed the multipatch just before eating, then forgot about it when I was done, which caused some problems.

NEW PROBLEM:
The music starts up fine, works great.... except... I just had to start a new game (old computer went up in smoke... litearlly), and say it starts playing the opening music (the one where Aerith is shown and the FF7 logo, train etc. etc, all music works great until it has to change songs, at which time it continues to play the old song *and* starts the new song it's supposed to switch to, both playing at the same time.  Phew, this is confusing, haha.  I'll look into the ff7music config.

EDIT 3:  Phew.  After some tweaking, finally got it working.  Besides a few things, it's working.  Thanks for the help, it's definately very appreciated. :)

Wow, thanks for the quick response.

Okay, kept the ficedula folder, but uninstalled the multipatch (now I have the original 1.02 version).  I install the vid patch, seems to work perfectly.  The sound effects are running okay, too.  The music, however, doesn't work.  The newest  ff7music crashes just after the opening edios movie.  It knows the path of the music files, but it gives me a error when running FF7 from the ff7.exe music file:
Error setting DirectSound cooperative level; please shutdown other programs using your soundcard.  Error code: 80070057

I did a dxdiag, and did the DirectSound tests, and everything passed, no problems found anywhere.  I don't have MP3's open or anything whatsoever that may be "using" my soundcard.

I can't seem to get the res patcher to work with the music.  I've tried v. 1.1.1 and v. 1.1 of the multipatch (without installing the high res patch, I do that seperately), then the newest res patch, but I just can't get them to work together.
 
I've tried:

installing multipatch with just the music (already have the riva patch from my install CD), then installing the high res patch (complains about bad filesize).

Installing the high res patch (works), then installing the multipatch with just the music (puts the new ff7.exe in there, getting rid of the new high res patched ff7.exe), music prompltly works but w/ res at 640*480.

Installing the multipatch with all options but the win2000 fix, then installing the high res patch/1280*1024 fix over it (complains about file size).

I really really don't want to have to configure some program to play MP3's in the background, I just want to use the small, original PSX music minipsf files that come with the multipatch to run with the newest res patch (with the snazzy metor fix near the end of the game).

Any ideas?  
P.S.  Excellent work on the high res patch, it's definately a great FF7 addon.

They did a decent job with Cloud's voice in Kingdom Hearts.  I think if they got the same actor to do the voiceover for the US release, it'll be decent.

But I'll likely only watch it in english once unless it's *REALLY* well done.

Is it honestly that bad not having a load option?  The PSX version doesn't, and it takes 10X the length of time it takes to reset and load the game on the PSX as it does to restart the PC version.  Could be worse... a DOS ff7, haha.  :)

Why is there a crack for FF7 anyway?  You don't even need one to run the game without the cd.  No edited exe, no edited code, just a couple of changes which takes about 60 seconds once installed.  Did it with my original FF7 and now I'm doing it with my re-release FF7 edition (was stupid enough to get rid of my older version).

Just use the multipatch install.  Check both the resolution and the music patch part, then install.  Should both be working.

It's due to resolution differences.  The natural PSX style resolution doesn't match our monitor resoultion.  You'll have to use the 1280*960 resolution version for the game itself to fit full screen I believe.

You don't have to wipe your system (shouldn't anyway).  Just stick in the install disk, and reinstall the video player thing.  If that doesn't work, just reinstall FF7 in the same directory as you have it now, and the movies should play in game.

He said he's trying to run it on Windows 2000, not XP, but I believe Win2K has issues with a lot of games.  It's really not a gaming OS.  I don't believe it has a compatability mode, but if it does, try Windows98 compatability.  Have you updated your Win2K with the latest service pack/updates?  Other than that... I'm not sure.

I feel that the damage of enemies should only be doubled, if at all, outside of Midgar, or, at the very least, at the start of the Shinra Tower.  Any earlier Aerith would get killed in one hit from most enemies, haha.  Up to the tower, maybe just double their HP.  Upping the steal chance of the Striking Staff (stealing from the enemy at the Train Graveyard) would be nice as well.  Other than that, I can't think of a way to make the game any better than it already is.
