Troubleshooting / Shinra Mansion Safe issue

All,
I have searched Google and the forums here for an answer to my issue with no avail; I am hopeful someone here can suggest something that might help. I am having an issue with the Shinra Mansion Safe, but I am NOT having the issue that has been resolved previously (the numbers being cut in half). My problem is that the numbers for the "tumbler" move way too slow to actually input the code in the allotted 20 seconds. Reviewing Youtube videos of the procedure the numbers normally move very quickly for the player; when I attempt it on my setup the numbers tick through MUCH slower. I am playing the Steam version and have followed the instructions on the Tifa' Bootleg tutorial and have had no other issues so far at all. The Tutorial FAQ mentioned the issue of cut-off numbers but did not address my issue so I wanted to check here before trying anything else.
