Troubleshooting / FF8-Steam Game crashes with d3d9.dll in folder

Hello all!
I wanted to play FF8 again (this time with mods) and I started setting everything up just to find this happens:

It worked fine before the mods. It had also asked before this for msvcp120.dll and msvcr120.dll, which I copied from the %system32% directory. That got me past those errors and onto this one.
I'm running Windows 10, steam overlay is disabled:

Visual C++ 2010 x86 and x64 are both installed:

I can run FF8 fine once I remove d3d9.dll, but of course the mods don't load (outside of RaW, which I'm guessing runs separately of Tonberry).
I also disabled the Xbox app's Game DVR option in case that might cause an issue.
Any ideas? I'd really appreciate the help!
