7th Heaven / FFVII Game window much bigger than monitor size

This is my first post, please let me know if I am formatting anything improperly.
Anyways, whenever I launch FFVII from 7th heaven in windowed mode, everything looks and works normal, if quite a small size. However, whenever I launch FFVII in full screen mode, there is first a very high-pitched beep (which is also present when I play it in windowed mode) and then the game displays, but I can only see roughly an eighth of the screen, as shown below which is a screenshot of the signature EIDOS intro screen.
Any help appreciated, if there is any more information that I can provide in order to be more useful I would be glad to provide it.
