7th Heaven / Field Models - Non-Player Characters not working

I was hoping for a little help.
So far I've had decent luck with 7th heaven but I can't seem to get a particular mod to work (other's might not either, but I haven't gotten very far yet in the game). As titled this is the Non-Player Characters mod.
I'm fairly certain I have all mods in the right order and I have tried running the mod just by it self (Do any of these mods require other mods?) but no luck.
I'm using ff7_bc.exe if that matters
If you need any other info feel free to ask.
