7th Heaven / 7th Heaven + Steam Fresh install - Launch Error

Hey Guys,
i just finished the Remake on Ps4 and thought its time for the good old classic game
but only with mods ofc.
so i bought the steam version, installed 7th Heaven - both fresh.
and got this error code.
re-installed ff7 steam, but ofc there is no "max" install or am i blind?
