Is there a way to export the field backgtounds, edit them with photoshop or so and put the edited ones back into the game?
If there is... how can i do it?

Yes, there is.  go to ficedula's download page, and he has a proggie which can export backgrounds.  I believe it's called "Gast"

A note of caution: the BG images have to be the SAME SIZE both dimension wise and filesize wise for the game to recognize it.  So its not liek you can make the backgrounds bigger and ultra detailed.

Note also that you can't change where a person can or cant go just by editing the image.  Like, if you draw a house in the middle of a road, Cloud will walk right on top of it..

well it doesnt really work like i want...
a filter like in snes or gba emulators would be VERY useful to filter the backgrounds... but i dont know if it is possible to use that for ff7pc and even if it is possible... who could do it properly?

I think the best thing to do would be to have some kind of hardware accellerated filtering of the backgrounds (like FF8 PC uses).  Tricky part is getting it to work without getting the "grid" effect.

Is it possible to modify textures of worldmap in FF8 PC? PC version looks inferior to PS version (emulator).

That looks like some sort of texture filtering to me. You could probably get the emulated version even sharper if you messed with some of the settings, the PC version.. I've never messed with 8 PC (Didn't like the game enough) but there might be settings in the video options, else their might be settings on your video card.
