secondary monitor inactive scrolling possible?

On single player games (such as FF7, rpg's etc,) I tend to use my secondary monitor to view a walkthrough on gamefaqs or wherever at.  The main screen I use to play the game.

But the downside is that each time I want to scroll down the faq, I need to alt tab and do it manually.

I am wondering if there is a way to 'inactively' scroll the text?  Possibly through pasting through a program?  As long as I can scroll on the main screen ingame through some input.

Any suggestions?

I always thought that windows disables the mouse cursor while running a program (except for maybe a couple to windowed games).

On the other hand, have you tried FF7w? although it's only for FF7 obviously
