Really old PCI-cards that didn't even have heatsinks?
I'm not sure, but most of them didn't run particularly hot, even though they had no cooling to speak of.
Riva 128s did, however. They
(at least some of them) had no heatsinks, yet they radiated so much heat that you didn't dare to touch them after being on for some time.
But back to the question... S3 Trio64 and the like. They will be insanely slow, though. Not to mention that I am not entirely sure if driver support for XP - for example - exists.

this chart. If correct, it would seem to suggest that Anandtech was measuring the power consumption of the
entire system. Which would seem to be supported by their wording, too. As silly as it is.
